Bulk SMS Terms of Use – DigitalNext E-SMS
Bulk SMS services are provided by DigitalNext E-SMS, the official SMS delivery platform of DigitalNext. Our system is capable of configuring a sender ID/number mask for either Transactional SMS or Promotional SMS.
By using the DigitalNext E-SMS service, you agree and acknowledge the following:
- A levy on short message services (the levy) was imposed on bulk advertisements sent through SMS services effective 1 Jan 2019 under Part XIII of the Finance Act No. 35 of 2018 and the Extraordinary Gazette No. 2104/16 dated 31 December 2018.
- The levy was extended to fixed operators under the amendment certified on 13 December 2023.
- The levy shall be paid by the advertiser to the mobile operators, currently at the rate of Rs. 0.25 per SMS (subject to change).
- The levy does not form part of the revenue of the operators and is remitted to the Telecommunication Regulatory Commission of Sri Lanka (TRCSL).
- The same sender ID/number mask cannot be used for both transactional and promotional messages. All promotional SMS must include an opt-out option, free of cost to the customer.
- The sender ID/number mask must represent your business or have authorization from a relevant entity for use via the DigitalNext E-SMS Portal.
- Promotional messages will be blocked daily from 8:00 p.m. to 8:00 a.m. as regulated by the TRCSL.
- The advertiser is responsible for properly declaring the type of SMS (transactional or promotional) in the Bulk SMS Sender ID Registration Form.
- DigitalNext E-SMS accepts no responsibility for any incorrect or false declarations submitted via the Registration Form.
